This is an overview of how the various components of the project will be actualized, with
a detailed explanation or illustrations on how these can be effectively done. This section covers
the three major aspects of a project implementation plan, including: the human resource plan, the
quality management plan, and the procurement plan. A detailed review is offered here below.
The Human Resource Plan
A project of such magnitude requires skilled personnel to execute it. It is therefore
important to have suitably trained persons to execute the project. These people will be tasked
with various responsibilities, according to their expertise. The human resource department is an
important section of an organization. The department concerns itself with people management.
Specifically, the section deals with recruiting, on-job training, and retrenchments of nonperforming workers. People are an important sector, and as such, the human capital is one of the
foundations of a company. With a robust human capital, the company is wont to fail. In
organizing an effective human capital, the company must adopt a comprehensive human
resource plan. The plan should include: a roles and responsibilities plan, a project organization
chart, and a staffing management plan.
Roles and Responsibilities Plan
Roles and responsibilities are shared within the organization on a competence based
evaluation. The positions of the director and managers are specific. However, field officers.
Agents, and general employees split work amongst themselves depending on the volume of work
there is and the level of expertise required. Normally, the work is shard out in a matrix format
style. Despite the perceived level of horizontality, there are nonetheless consultations and
oversight among the junior employees, as illustrated in the matrix below.

Project Organization Chart
This is a typical organogram, showing how work relationships flow within the
organization. It represents the various levels of interaction. In our organization, the chart follows
a hierarchical structure. At the apex, there is the organization’s director, followed by managers
who control finance, administration, human resource, and operations. Below the managers, field
officers take over and give instructions to field agents. At the tail end, we have general
employees. These form the bulk of the company. The director’s role is general oversight. The
bulk of the tasks are handled by the departmental managers. Field officers on the other hand run
the projects, including setting up the venues, scouting for business, and making correspondences.
General employees do the day to day manual work in the organization, assisted by the field
agents. The organogram appears as the image below:

Staffing Management Plan
This involves how the workers are hired within the organization. As illustrated above, the
positions of the Director and Departmental managers are fixed. The number of field officers,
agents, and general employees varies according to demands. When the business is booming,
more employees are hired, and vice versa. Staff acquisitions, retentions, and promotions are
purely on a merit basis.
The Quality Management Plan
This step involves how the process will be facilitated in the best practices to ensure
optimum performance. Quality management refers to the intricate steps taken to ensure that the
process flows smoothly and is conducted under the best standards attainable. In principle, the
process involves the following: quality control, quality assurance, and continuous process
improvement approaches for the project.
The team aspires to execute an event of great magnitude. Unlike past events where
people have been subjected to poor conditions and unsatisfactory performance, the team wants to
leave a mark. This can be attained by ensuring that the items used in the event are of high
standards. Besides, time limits have to be strictly adhered to for easier coordination. There are
various benchmarks that have been set to guide the process. These benchmarks serve as the
quality references. All possible interruptions have been factored in and hindrances removed. This
way, there will be no deviations from the initial process. Consistency with the plan will be our
quality control scheme. Attendees to the event will be assured of maximum output for their
contributions. At every stage of the process, there is a monitoring and evaluation team to ensure
that everything goes according to plan. Quality assurance will also be provided by Jade Events,
an outdoor promotional agency. Experts from the agency will offer some technical guidance on
how to perfectly execute the event.
Since its formation, our organization has hosted one public event. Despite the fact that
our first event was of a small scale, it was a good starting point. We have learnt invaluable
lessons on how to manage a public event. In addition, the festivities will run for 10 days. Each
new day will be a learning experience. We can improve based on the previous day’s successes or
failures. The consecutive events present a good case for continuous evaluation and improvement.
It is expected that as the days progress, the event will become better, with the climax being on
the 10th day.
The three core tenets of quality management will guide the process from its initiation to
its completion. Guided by quality control, quality assurance, and continuous process
improvement approaches for the project, we aspire to execute an event never witnessed in the
history of Milwaukee.
The Procurement Plan
This is the process of identifying external sources, deciding on the process of acquiring
such resources, and the criteria for evaluating such sources. The process traces the
implementation of the process from contract formation to contract closure. Procurement provides
the entity with the necessary goods or resources for facilitating its objectives. It is important that
the resources are harnessed in good time and in the right proportions to allow the business ample
time to conduct its operations. In this case, the business must be able to gather the relevant
resources for the expansion and renovation of Alcott Park for the two year period in which the
venue will be used to host fireworks demonstrations and other social events.
As a subsidiary component of the project management plan, the procurement plan will
perform the following functions: ascertaining the types of contracts used, risk management
issues, independent estimates, the process of managing suppliers, any constraints that may affect
the process, identifying prequalified sellers, and the procurement metrics to be used to manage
contracts and evaluate sellers. In our case, this process will ascertain how the project team will
acquire goods and services from outside the performing organization and how the procurement
processes will be managed from developing procurement documents through contract closure.
Acquiring goods
The process requires various items such as vans for transportation, tents, and metal props.
The vans will be used to ferry people to and from the park on important occasions. Tents will be
pitched to shelter people from the hot sun or rain and to serve as retail points for business
persons who will be selling foodstuff or any other merchandise. The items must be set in place
before the commencement of the firework displays. Prospective sellers ought to have registered
with us well in advance to enable us to determine the number of tents we need to designate as
retail points. Based on the turn out for the previous two years, the team expects a crowd of about
10,000 people on average for each day.
The team has entered into a contract with Elite Canvas Ltd for the supply of 500 canvas
tents. In addition, the company will provide 2,000 metal props to hold up the tents. A majority of
the people will use the park benches already set up by the municipality. On top of that, 800
plastic chairs have been leased out from the company o compliment the number of benches. In
total, the team projects to serve a capacity of 7500 sitting members. However, the team sought
permission to repaint the benches to reflect the theme colors for the festivities.
Managing the process
The process of liaising with the supplier company and other agencies will be coordinated
by a select team. The festivities will commence in 2 months time. By that time, all the items
ought to be in place. One team will be responsible for the preparation of the venue. They will be
tasked with overseeing the repainting, cleaning, and organization of the place. Another team will
liaise with the supplier company to ensure that all the requested items will be availed in good
time and condition. In addition, the team will be responsible for the transportation of the chairs,
metal props, and canvas tents from the company’s premises to the site. All these activities will be
properly coordinated to avoid any mishaps.
