I have attached the original document to edit and also the document that the professor commented on. I have made a lot of the grammatical corrections already, but please look into each comment made by the professor to  make sure all changes are made. The most important factors to change are:1. The abstract has to be re-done…needs to reflect the research in the paper.2. The table of contents needs to match up correctly with the information in the paper.I only need Part 1 and Part 2 of the paper edited at this time……I need this done as soon as possible. Here is the original paper: Annie Potts_ADE 6640-Collaborative Experience_ Corrections 2 9 16.docxPart 1 Comments from professor: PART 1 COMMENTS.pdfPart 2 Comments from professor: PART 2 COMMENTS.pdfAbsolutely no Plagiarizing PLEASE!part_2_comments.pdfRunning Head: DEVELOPING COLLABORATIVE RELATIONSHIPS

Part One
Developing Collaborative Relationships Between PK-12, Higher Education, and Adult
Education Organizations
Introduction
In this assignment, the learner is going to develop the relation between three different
organization such as PK-12, Higher Education, and Adult Education organization. As stated by
Crampton (2008), PK-12 educational organizations offer the high-quality preparation for the
students who want to be teachers. As stated by Alouf and Bentley (2008), the higher educational
organizations offer various learning courses to the fellows who are interested in being faculty,
researchers and Ph.Ds. The adult educational organizations are considered as colleges or
universities which offer the students professional preparation for their careers.
In this assignment, the learner has planned to discuss different issues of three different
educational organizations such as PK-12, higher education organization and adult education
organization. After that, the learner has planned to critically evaluate the statistical trend, laws,
and policies. On task III, the learner has planned to develop the solution for different issues of
the three different organizations such as cultural, social, political and economic issues. The
learner has planned to form a presentation based on those issues, solution and strength of this
assignment and weakness of this assignment.
Issues of PK-12, Higher Education, and Adult Education Organizations:
Diversity is one of the main issues for the educational organization. Sometimes the
students have faced the discrimination due to the presence of the local students and abroad
DEVELOPING COLLABORATIVE RELATIONSHIPS
5
students. Sometimes the course durations were longer than the normal times due to the presence
of the disable students. Sometimes the class tests are dismissed due to the sudden festivals and
the duration of the courses become longer.
As stated by Drago-Severson (2009), the PK-12 educational organization offers more
than 30 language training for the students. However, this is not possible for a single learner to
learn more than one extra language in the learning course period. Apart from that, there is a skill
gap between the different cultural people after finishing the course. The students pay a high
amount of admission fees for this PK-12 professional learning skills.
Issues in Higher Education:
Higher education services have emerged over the last few years as the major economic
sector for the growth of a country. However, the globalization resulted in significant changes in
knowledge economy, and it faces different issues to continue their operations in the present
times.
The main issue is related to cost; recently the tuition fee for the higher education has
increased, due to reduced state tax support for the public organization. Another issue related to
higher education is recruiting the local workforce. (Goe & Coggshall, 2007). This issue increases
the conflict in culture. With globalization, the world economy is gaining strength, and
employment is increasing. Therefore, student’s recruitment is the big concern because of the
improved economic activity and the political implications. Accreditation is becoming one of the
most concerned issues for the higher education because the present system is becoming too
difficult.
Issues in Adult Education Organizations:
DEVELOPING COLLABORATIVE RELATIONSHIPS
6
There are different issues which are faced by the adult education organization, among them
the most crucial issue of the decrease in the number of students. It is difficult to get enough
participants for the higher education because in most of the time courses provided by adult
education organizations require high tuition fees. Another issue related to the adult education
organization is the lack of support of the government which increases the tuition fees (Kosnik,
Beck & Samaras, 2008). The local issues faced by the adult education organization are issues
related to cultural diversity. The adult education organization hires student from a different
demographic region which creates issues related to cultural diversity. Other local issues faced by
the adult education organization lack of the teaching staff, to teach high-level course to the
student highly knowledgeable person is required. However, it is seen that it is very hard to recruit
the proper teaching staff.
Statistical trends:
In the year 2008, there was an increment in the statistical trend of 11.7% in PK-12, 26.3%
Higher education and 15.8% adult education organization with an overall increase of 9.6% Wells
(2008). There was a record registration of over 29.9 million which saw the highest registration
since 2002. Between 2008 and 2011, the numbers of 17-21 year old increased by 14%, the
number of PK-12 increased by 16.8% while the registration of adult education organization
increased by 7.2%. As stated by Kosnik, Beck, and Samaras (2008), there is an expected increase
in the adult education organization in the year 2023 by 20% keeping into mind the advancement
of technologies and the urgency among the people to get educated. The relation between the PK12, adult education organization, and higher education would help to impart high-quality
education and also increase the registration by 11.3% in the upcoming two years span.

7
Laws, policies of PK-12, higher education, and adult education organizations
There were 12 key PK-12 education rules and regulation enacted into law by the legislature.
There were other policies that were passed which included higher education and adult education
organizations. The policies included the inclusion of the perspective from the state wide
education and corresponding and support educations on the new laws. The new policies that
were implemented included age specification of the teaching staffs in order to minimize the
issues coherent to it. There were rules relating to the discrimination which had increased by
15.9% since 2002 (Kozma, 2008). The present policies regarding the education’s system need to
address the issues regarding the workforce management as the quality education requires skilled
and knowledgeable workforce. The knowledgeable and skilled workforces are hard to find and
moreover these workforces require high cost as these include higher taxes.
Empirical Research
The collaboration between the PK-12, adult education organization and higher education
would help the students to acquire knowledge and skills. Also, collaboration would provide them
enriching experience in order to produce an incredible end result. Partnering with the faculty of
different departments would help to meet the needs of the PK-12 students.
Impending Consequences
A collaborative relation between the PK-12, higher education, and adult education
organization requires high in-depth knowledge and skills for an effective outcome (Bogard,
Traylor, & Takanishi, 2008). As the need for education increases, employment also increases,
and therefore, has a positive impact on the economy. The PK-12 program provides a great
opportunity to influence the relationship between the higher education and adult education

8
organizations. Education is the backbone for the progress of the society; therefore, a favorable
relation between these educational organizations would help to develop the society as a whole.
High-quality education would help to prepare knowledgeable and educated leaders who would,
in turn, help to educate others (Drago-Severson, 2007). The courses of the education systems are
getting shortened thus leading to unnecessary exclusion of the important aspects.
Part Two
Developing Collaborative Relationships Between PK-12, Higher Education, and Adult
Education Organizations
Existing Policies and Programs That Address the Issues
Diversity has been an issue for the educational organizations for the past ten years. A
stricter policy on the diversity would help the education system to impart quality education.
Festivals have been another significant issue that leads to disrupture in the flow of education
which can be addressed by stricter policies and regulations (Hegler, 2008). This issue mainly
occurs in the Indian sub-culture. The policies are implemented to addresses the issues which
cause hindrance in education. The policies include anti-discrimination rules and regulation which
would prevent any discrimination in the education organization whether imparting higher
education, adult education or PK-12 to the students. Availability of the educated and experienced
workforce has been one of the major issues for the education organizations. An inexperienced
workforce would not impart quality education to the students thus affecting the society and the
economy (Lemoine, Woodard, & Richardson, 2014). The existing polices mainly stress
maintaining equality among the students so as to reduce the discrimination issues.

9
Education system are getting costlier and, therefore, making it difficult for the middle class
and small income group people to acquire education. According to Lemoine, Woodard, and
Richardson (2014), in order to receive better and good quality education it is important for the
students to take admissions in the better education organization. Polices regarding these issues
include subsidies for the educational organizations that would help to lower the cost of
education. Certain decreases in the tax for the education organization would also help to further
decrease the cost of education. The standards of education are also increasing, thus leading to
additional stress on the students. In order to cope with these issues of increasing standards, the
existing policies aim to diversify the education systems into various sub heads making it easier
for the student to adjust accordingly.
Comparison Between Two Empirical Articles Based on Issues
As stated by Lemoine, Woodard, and Richardson (2014), diversity issues have followed
increasing trend in the society and therefore, leading to decrease in the quality of education and
distrust among the students. Presently, as the government is withdrawing subsidy from the
educational sector the institutes are liable to increase the fees of education. This issue is
addressed by the Lemoine, Woodard, & Richardson, (2014), in the article. The author states that
the universities are left with no choice other than raising the fees. They should go for another
way out because the increased fees are, in turn, de-motivating the students. They are losing focus
from the studies looking for higher paid internships in order to pay the tuition fees. The author
suggested the universities should start a slightly discriminating pricing strategy that will charge
less to the high scoring students and more to the lower scoring ones. However, the difference
will not be much. Now in order to enjoy the low prices, the students will definitely study well
and focus on their studies.
DEVELOPING COLLABORATIVE RELATIONSHIPS
10
Another issue that has been addressed by Hughes (2013) is that the students are not getting
the appropriate understanding of the lessons. Sometimes the lessons are beyond their level of
understanding. To solve this, the author suggested reviewing the student’s ability to read and
write and also their intake capacity. This will help the institute to set the standard of the lessons
more effectively. A collaborative relation between the PK-12, higher education, and adult
education organizations would help to solve the issues as most of the issues of the educational
systems are interrelated, and their solving these issues at once would have a greater favorable
impact on the society.
Demonstration of Two Different Theoretical Viewpoints from Scholarly Literature
According to Limburg and Clark (2008), adults need less education and more guidance.
The main aim of the government is to overcome the challenges that are leading to hindrance in
the education system. The policies and rules and regulations of the government help to overcome
the issues for a short term basis, but these policies and regulations do not help completely
remove the issues and challenges. Imparting education to the student is necessary, and it is
equally important that the education organizations employ an educated and skilled workforce
necessary to meet the basic objectives. The policies presently aim to reduce the cost for the
education organization, but fail to provide help to the workforce.
As stated by Bogard, Traylor, and Takanishi (2008), education helps to not only educate
the individual but also educate the entire society. Discrimination is a crime from the viewpoint of
the government and thus, the anti-discrimination policy helps to remove discrimination from the
educational institutions. Discrimination has an adverse effect on the student’s personality leading
to an adverse effect on the society. Discrimination also leads to hampering the image of the
DEVELOPING COLLABORATIVE RELATIONSHIPS
11
education organization. The policies stress more on a short-term basis rather than long term
basis. Solving the educational issues for a short period of time cannot solve the purpose of the
educational organization. According to Bogard, Traylor, and Takanishi (2008), a permanent
solution to the issues of the educational organization would help the not only produce great
leaders but also impart quality education. A collaborative relation between the PK-12, higher
education, and adult education organizations would help to solve the issues as most of the issues
of the educational systems are interrelated (Murphy, 2008).

Part Three
Developing Collaborative Relationships Between PK-12, Higher Education, and Adult
Education Organizations
Recommendation for the issues
Reframe the educational system:
It has been noticed that three different educational organization followed traditional
educational structure for constructing the course duration and module segmentation. However,
the management has to reframe the educational structure. It has been observed that the
educational cost of those courses is high and the poor students can not avail the facility for those
professional learning courses. Therefore, the organizations have to reframe the course fees
structure and include some reservation seats for the poor students or other backward class. The
organizations have to arrange the camps, practical teaching classes for the PK-12 students,
industrial training for the adult education students and real research for PhD students.
Increase the resources of the education system:
Three types of organizations have to enable the computers for every student and the
computers must have the sufficient data backups with internet facilities. The organizations have
to start the e-learning process for the outbound students. The educational organization must have
at least one branch on the rural areas. The teachers or the educational staffs have to influence the
students for the government jobs or for some innovative ideas. The higher educational

organizations have to link the agriculture along with the agriculture and other engineering firms
so that the students can gather the practical knowledge.
Recommendation for issues:
Remove the political, economic influences on the education system:
The three different type’s education organization such as PK-12, Higher Education, and
Adult Education organization have to approach the government about some help. The
organizations have assigned a high experience director to manage the course module according
to the time. The organizations have to approach the government to contribute in their services.
The organizations have to approach or the public contribution which helps the organization to
provide the poor education. The organizations have to approach the government for permit them
for using the government school buildings in the rural areas. The organizations have to approach
the government for providing the tax benefits for the organizations so that the management will
decrease the course fee.
Cultural and social influences on the planning and learning:
The educational organization must design the appropriate designed the educational
system and there would be no cultural deviation. The organizations have to introduce the
standardization of curriculum activity and licensing for the professional learners. The
organizations have to consider the heal insurance policies of the students. The PK-12 students
have to serve in the government schools which allow them to gather the practical knowledge.
The higher education organizations have to provide the practical training to their students. The
adult educational students have to assign as an apprentice in a research institute to gather the
throw knowledge.
